These incentives are just the tip of the iceberg in a crisis involving hundreds of billions of dollars in home builder debt, trillions in local government debt and at least a billion empty apartments.

Shanghai Property Sell-off Wave, Prices Plummet by 5 Million Yuan, Foreigners and High-Earners Flee
As of April 2023, China's real estate market began to show signs of cooling, with even metropolitan areas such as Beijing and Shanghai feeling the chill as property prices fell to the lowest level since the surge in housing prices over a decade ago.
Data from Centaline Property in Shanghai shows that asking prices for homes have fallen for three consecutive months, hitting the lowest level since the lifting of the lockdown. Canadian financial company Power Sustainable (Shanghai) Investment Management has also noted that homeowners in Shanghai seem to have reached a consensus that the market has peaked, and prices are on a downward slope.

Building on his research into neighborhood governance in urban China, Professor Shitong Qiao will discuss grassroots governance during the Shanghai COVID-19 lockdown, including the emergence of spontaneous cooperation among residents at the neighborhood level and the regulation and self-regulation of resident groups. Neighborhood cooperation arises where the state largely fails. It both facilitates the implementation of lockdown policies and provides services essential to the survival of Shanghai residents during such a lockdown. He will be joined by Kenney Zhu, a leader of the food supply team in his Shanghai neighborhood, who will share his experiences. With Roderick M. Hills, professor of law at NYU School of Law, as moderator.

But it wasn't always the case. Since China's economic liberalization in the 1970s and housing reforms in the late 1980s, locals have flocked to properties as the investment vehicle of choice over alternatives such as the stock market.
The property and construction boom helped fuel China's – and the world's – economic growth for 30 years. By some estimates, property in China was worth $60 trillion at its peak, making it the biggest asset class in the world.
Developers like Evergrande and Country Garden got extremely rich in the process.
As property values soared and Chinese households piled on more debt, Beijing attempted to cool its housing market and rein in risky business behavior. Spooked, Chinese consumers soured on property purchases.
